Insurance protects families from unexpected financial losses, whether it's a medical emergency, an accident, damage to property, or the loss of a family member.
Yet millions of people in India still don't have any insurance coverage at all, not because they don't need it, but because it's either too expensive, too complicated to understand, or simply not available where they live.
To solve this challenge, IRDA introduced the “Bima Trinity” initiative through its "Insurance for All by 2047" vision. The Bima Trinity includes 3 core initiatives, namely Bima Sugam, Bima Vahak, and Bima Vistaar. These initiatives aim to make insurance simpler, more affordable, and easier to access, especially for people living in villages and underserved areas.
In this blog, we'll explain what these three initiatives are, how they work, what the new initiatives offer, and how these can help strengthen insurance penetration across the country. But, before that, let’s understand the "Insurance for All by 2047" vision.
What is IRDAI's “Insurance for All by 2047” Vision?
As per a report, “Insurance for All: Expanding Coverage, Strengthening Social Security” by Press Information Bureau (PIB), Government of India, India ranks as the 10th largest insurance market in the world by premium volume, but the sector’s reach remains extremely limited.
Here's a quick look at the numbers:
- Insurance penetration in India stands at just 3.7% that is approximately half the global average of around 7.3%.
- Life insurance penetration is at 2.7%
- Non-life is at just 1%
This low penetration means that a majority of Indians, especially rural people and lower-income groups, remain financially vulnerable to unexpected shocks.
IRDAI regulates everything related to insurance distribution in India, from specifying certain rules for insurance agents in India to introducing different visions to increase the insurance penetration.
IRDAI's vision of Insurance for All by 2047 aims to ensure that every eligible citizen in India has access to suitable insurance coverage by 2047, marking 100 years of the country’s independence. The initiative focuses on making insurance available, affordable, and easy to understand for individuals, families, and businesses.
This vision has led to the development of the Bima Trinity, which combines technology, local distribution, and simplified insurance products into one integrated system.
What Is the Bima Trinity?
The Bima Trinity refers to three interconnected initiatives introduced by IRDAI to improve insurance accessibility across India. It broadly includes three sub-initiatives as follows:
| Initiative | What It Is |
| Bima Sugam | A digital marketplace for buying, managing, and claiming insurance |
| Bima Vahak | A women-led network of local insurance advisors |
| Bima Vistaar | An affordable bundled insurance product |
Let’s understand each initiative in detail.
What is Bima Sugam?
Bima Sugam is one of the most talked-about insurance reforms. It is a proposed digital insurance marketplace that aims to simplify how people buy and manage insurance in India.
In simple words, instead of visiting different insurer websites or relying on multiple intermediaries, users will be able to compare policies, complete purchases, renew existing plans, and even initiate claims through a single digital platform.
However, the digital platform Bima Sugam was launched in September 2025 and is not yet fully operational as of 2026, and is going through a phased development process.
Key Features of Bima Sugam
Some of the proposed features of the Bima Sugam portal include:
- A single platform for multiple insurance companies.
- Easy comparison of insurance products.
- Digital purchase and renewal of policies.
- Online claim registration and tracking.
- Secure digital storage of insurance documents.
- Integration with digital identity and verification systems to simplify documentation.
- Access to different categories of insurance, including life, health, and general insurance.
Benefits of Bima Sugam
The platform will offer several benefits to people looking for insurance plans. It will:
- Make insurance comparison easier.
- Reduce paperwork through digital processes.
- Simplifies policy renewals and claim tracking.
- Give customers a single platform to manage multiple insurance policies.
Additionally, for insurance companies, the platform will bring operational efficiency, low administrative costs, and a wide customer base across urban and rural India.
How Will Bima Sugam Work?
Once launched, the platform is supposed to work as follows:
- An operational website with all key details about the insurance policies
- Account creation and KYC verification will be required
- Customers will evaluate different insurance products in a single place.
- A suitable policy will be selected, and the purchase will be completed
- Digital storage of Policy documents will be made for future access.
- Renewals, service requests, and claim tracking can also be managed through the same platform.
What is Bima Vahak?
The Bima Vahak initiative refers to a local insurance advisor who helps people living in rural areas get simple bundled insurance products. IRDAI formally notified the Insurance Regulatory and Development Authority of India (Bima Vahak) Guidelines in 2023, but the initiative was launched later in April 2025.
As per this initiative, each Gram Panchayat would have a “Bima Vahak” who would help rural residents buy insurance, fill out forms, pay premiums, and settle claims. While the initiative is open to both individuals and registered entities, IRDAI strongly encourages Bima Vahaks to be women. The idea is that women in rural communities tend to have stronger trust within households and are better at building conversations about financial protection with families.
What does a Bima Vahak do?
Bima Vahak role in insurance distribution includes:
- Distributing affordable and standardised insurance products such as Bima Vistaar (a comprehensive, affordable bundled policy covering life, health (hospital cash), accident, and property)
- Assisting the customers with the onboarding process and KYC verification
- Collecting premiums on behalf of the insurance company
- Assisting in policy renewals, claim settlement, and Servicing
Who can become a Bima Vahak?
Anyone can become a Bima Vahak, be it an individual or a corporate entity. There are only a few basic eligibility requirements to become a Bima Vahak, such as:
- A Bima Vahak must be at least 18 years of age.
- Minimum 10th class or higher education is required
- Preferably, women candidates who are from Self-Help Group (SHG) members, Asha workers, and Anganwadi workers.
- Must be a resident of the target Gram Panchayat or village, with strong communication skills in the local language.
Benefits of the Bima Vahak Model
The Bima Vahak Model offers great benefits to both customers and insurers. Moreover, due to its preferred women-centric candidate approach, it offers great benefits to the women's community as well.
For Rural Families
- Easier access to insurance guidance
- Access to all-in-one product, Bima Vistaar
- Personalized support in local languages, as Bima Vahakas are from the same community.
- Better understanding of policy features
- Continuous support during claims and renewals
For Women
- This opportunity offers new livelihood opportunities with real income
- Steady commissions and fees help women empower themselves with financial independence.
- Promotes women's leadership within local communities
For Insurance Companies
- Insurance companies get a better reach in rural and remote areas
- Helps improve customer engagement
- Helps build higher insurance awareness and policy adoption
What is Bima Vistaar?
For rural people, buying separate insurance policies for life, health, personal accidents, and property is confusing, time-consuming, and expensive as well. To simplify this, IRDAI has proposed Bima Vistaar.
Bima Vistaar is a bundled insurance product that combines multiple types of coverage into a single policy. Instead of purchasing several insurance plans, customers can receive broad financial protection through one package. Like Bima Sugam, Bima Vistaar is part of IRDAI's broader insurance reform agenda. As of 2026, the product has been discussed and developed in consultation with industry stakeholders, but its implementation is being carried out in phases.
What Does Bima Vistaar Cover?
The policy bundles 4 types of insurance coverage. Bima Vistaar policy details are as follows:
| Cover Type | Estimated Sum Assured / Benefit | Details |
| Life Cover | ₹2 Lakh | Payable on death |
| Personal Accident | ₹2 Lakh | For death or complete disability due to an accident |
| Property Cover | ₹2 Lakh | Coverage against damage to the house/structure |
| Health (Hospi Cash) | ₹500 per day (up to 10 days) | Maximum ₹5,000 per policy year. |
This means a single family buying this policy gets coverage against death, disability, hospitalisation, and even property damage, all for one annual premium.
Who Can Benefit from Bima Vistaar?
The proposed policy is especially useful for:
- Rural households.
- Farmers.
- Daily wage earners.
- Small business owners.
- Low- and middle-income families.
- First-time insurance buyers.
It aims to provide basic financial protection without requiring customers to understand multiple complex insurance products.
Bima Sugam vs Bima Vahak vs Bima Vistaar
Here is a brief comparison between these three initiatives:
| Feature | Bima Sugam | Bima Vahak | Bima Vistaar |
| Type | Digital marketplace/platform | Distribution channel (human network) | Insurance product |
| Target Audience | All Indians - urban, semi-urban, rural | Rural communities, Gram Panchayats | Low-income families, farmers, rural households |
| Purpose | Buy, manage, and claim insurance digitally | Last-mile delivery of insurance in villages | Provide bundled, affordable coverage in one policy |
| Coverage | All insurance types (life, health, motor, etc.) | Primarily Bima Vistaar | Life + Health + Personal Accident + Property |
| Technology | Full digital infrastructure, app/portal-based | Handheld devices, linked to insurer systems | Managed via the centralised IRDAI portal |

| Key Benefit | Transparency, convenience, one-stop access | Community trust, local language, human assistance | Affordability, simplicity, all-in-one coverage |
How Bima Sugam, Bima Vahak & Bima Vistaar Work Together?
However, the three initiatives under the Bima Trinity may work separately, but the initiatives are conceptualised as an integrated framework to complement each other. Here's a simple explanation of how the system is expected to work together.
If a customer wants insurance in a village or remote area, a local community member, as a Bima Vahak, provides guidance and explains different insurance options in simple language. Once the Bima Sugam portal is operational, the customer can compare insurance products from different insurers on one platform and choose the most suitable plan.
Moreover, if the customer wants a simple all-in-one insurance solution, they can choose the Bima Vistaar policy, which is designed to offer multiple types of coverage under one plan. This integrated approach aims to reduce confusion, improve customer confidence, and make insurance more accessible across India.
Challenges Facing Bima Sugam, Bima Vahak & Bima Vistaar
While these initiatives have significant potential, their successful implementation also depends on overcoming several practical challenges, such as
1. Digital Literacy
People in rural areas are unfamiliar with digital platforms. So, to make proper use of the initiative, like the Bima Sugam initiative, people will need to get assistance to learn how to operate the platform.
2. Internet Connectivity
Since Bima Sugam is a digital Platform, internet connectivity, specifically in remote regions, is a major challenge as it could affect accessibility for certain users.
3. Technology Integration
Creating a unified platform that connects multiple insurers, intermediaries, and service providers requires strong technology infrastructure and coordination among all stakeholders.
4. Participation by Insurance Companies
The success of Bima Sugam insurance depends on active participation from insurers. A broad range of insurance products on the platform will help customers compare options and make informed decisions.
5. Data Privacy and Cybersecurity
Since the platform will handle sensitive customer information, maintaining strong cybersecurity standards and protecting user data will remain a key priority.
Despite these challenges, the long-term benefits of the IRDAI rural insurance schemes make them important reforms for the future of India's insurance sector.
Conclusion
Insurance is not just a financial product; it is a system that secures individuals and families from unexpected events without facing severe financial challenges. Over the years, the Insurance regulatory authorities have taken several initiatives to make insurance simple, affordable, and easily accessible to everyone.
This is exactly what IRDAI aims to achieve through the Bima Trinity initiative. Bima Sugam will provide an easy-to-operate digital platform for comparing, buying, and managing insurance online. Bima Vahak focuses on taking insurance awareness to villages through trained local representatives. At the same time, the Bima Vistaar policy is designed to provide multiple insurance benefits under a single, affordable plan.
